The ASEAN Common Carbon Framework (ACCF) — An industry-driven initiative supporting credible, connected, and interoperable carbon markets across ASEAN. Established at COP29, aligned with Article 6 of the Paris Agreement.

ACCF Workstreams

Three workstreams driving the framework forward.

Workstream A

Supply and Demand

To enhance developer capacity, scale high-integrity projects, and position ASEAN as a trusted source for buyers, while boosting market confidence through alignment, financing, and co-benefit promotion.

Deliverables

•Claims guidance
•Mutual recognition for methodologies under national crediting schemes
•Adherence to applicable international mitigation programs for A6 credits
•Minimum standards for governance (aligned with ICVCM/IOSCO/IETA)
•Carbon Project Financing

Workstream B

Market Infrastructure

To develop connected infrastructure, reduce cross-border barriers, and enable exchange collaboration for seamless ASEAN carbon markets.

Deliverables

•Interoperable voluntary and compliance markets
•At least one initiative that addresses removal of barrier for cross-border trading

Workstream C

Strategic Communications & Capacity Building

To facilitate capacity building, technical training, and industry collaboration to enhance a connected and efficient ASEAN carbon market, while driving strategic communications to engage stakeholders and promote market growth.

•Technical trainings
•Closed-door roundtables and carbon conferences organized by MOC partners (or affiliates) e.g. Malaysia Carbon Market Forum, IDCTA's conference, Ecosperity, ASEAN Climate Forum by AACM
